Why a “Balanced” Site Can Still Need a Lot of Dirt

A site has 200,000 cubic yards of cut and 200,000 cubic yards of fill.
Balanced, right?
Not necessarily.
One of the easiest mistakes to make when evaluating earthwork is treating raw cut and fill as the final answer.
The dirt has characteristics. The plans have assumptions. And what comes out of the ground isn't necessarily what ultimately goes back into compacted fill.
Compaction Changes the Equation
Excavated soil and compacted soil don't necessarily occupy the same volume.
The compaction factor being carried in an earthwork model can therefore materially change the projected site balance.
A site that looks balanced using one assumption may become an import site under another.
Then There's the Dirt You Can't Use
Topsoil stripping, unsuitable material, muck, organics, and other materials may have to be removed or handled differently.
Geotechnical information matters because not every cubic yard shown as cut is automatically a cubic yard available for structural fill.
Rock Can Change the Story Again
On projects where rock is present, simply knowing the overall rock quantity may not be enough.
Where it occurs, how it relates to proposed grades, how it will be excavated, and whether that material can be economically reused can all affect the earthwork strategy.
Site Balance Is an Outcome, Not Just a Calculation
Good earthwork analysis shouldn't stop at:
CUT = XFILL = Y
It should ask:
What assumptions created those numbers?
That's often where the real risk—or opportunity—is hiding.
A site can appear balanced on paper and still carry significant import/export exposure once stripping, compaction, unsuitable material, rock, and grading assumptions are properly considered.
The number matters. The assumptions behind the number matter more.
